Missing Photos editing tools in iOS 18.1.1
IOS 18.1.1 doesn't have a editing tools, that I can see

Given the security updates from each of the iOS updates, I would first recommend that you update your iOS to 18.2. Then after that, check your photo and editing tools.
When you select the photo, go down to the bottom of the screen and select the 3 lines you can see in this screenshot to access the editing tools.
