How can I force close an App in iPad?

When I drag the drag bar (not sure if that's the right term) up and release on my iPad, I normally see a thumbnail of all the running apps including the one I dragged.

Every now and then, all I see is the thumbnail if the app I just dragged and when I stop dragging, it collapses down to either it's own icon or the folder it is in. If I drag up and then to the left, the app I dragged is somehwo attached to all the other loaded apps and all works as normal.

Is this a bug or something I'm doing wrong?

If you are attempting to force-close an App, ignore the Home Bar at the bottom of the screen. Instead, to open the App Switcher page, simply swipe upwards from below the visible area of the screen to the centre - and pause briefly before lifting your finger from the screen.

You will now see a page that shows all of the currently open App windows. To force close and App, swipe the corresponding thumbnail image upwards and off the top edge of the screen.
