iPhone 13 ios 18.2 illusive folder

I've downloaded an app to my iPhone. When I drag the app to put it in an existing folder the folder moves away when I get the app close to it. It doesn't matter what I try the folder won't stay still long enough to receive the app. The folder runs away. This is a constant problem with all apps I try yo add to an existing folder. Sometimes dumb luck allows me to complete this operation. Is there a trick to get the folders to remain in place and not run away? There was a time when this this could be done easily in iTunes. But this featured is no longer available in iTunes. The Apple brain trust can't leave well enough alone.

I have an older XR with 18.2.1 and this problem seems to be unique to this version (IOS 18) of the IOS.

I keep all my apps in one screen since I have folders that hold all apps related to "Weather" for example.

I needed to create a new link to a web-page. When this was done, it appeared alone in a second screen.

I first tried to drag the new Icon from the second screen (with only this Icon in it) into the home screen but the target folder moved away every time that I tried to drag the Icon into it. So it moved across the screen and back again with me chasing it with the new Icon.

Now, since the new Icon was back in the 2nd screen, I dragged the target folder into the second screen. Then it was easy to put my new Icon into this folder. Finally, I dragged the completed folder back into Home screen. All good!
