I have done the usual troubleshooting steps of disconnecting Computer and Printer/scanner from power and reconnecting and restarting. I have also tried a usb cable connection from computer to printer/scanner. This works for both functions and suggests that along with the part that the firewall plays in this issue, there could be a wifi/internet issue behind it. However, the fact that the printer function still works through the wifi network while the scanner function does not contradicts this suspicion to some degree.
I am in contact locally with a number of Mac users who have experienced similar Epson problems since updating to Sequoia, not just 15.2 but the first version as well. They are all using iMac 24"s while I am using a 2020 iMac 27".
I have deleted and reinstalled the Scan 2 supporting software but the problem persists.
Not sure if what I will offer here will be helpful to you because my devices are slightly different, but maybe it will help.
I have an XP-820 Epson Printer/Scanner which dates from 2015. My MacBook Pro is on Sequoia 15.1.1. The first time I opened Epson Scan 2 after updating from Sonoma to Sequoia it asked permission to access devices on the network and then also made me confirm the Epson scanner that it found on the network. After that, Epson Scan 2 does find the scanner and offer to scan, preview, etc.
In System Preferences Privacy and Security => Local Network I see five Epson entries: Epson Scan 2, Epson Software Updater, Epson Scanner (which is a driver as far as I can tell), Epson Software Updater Agent, and EpsonLowInkReminder Agent. All five are enabled. The ink levels are properly shown, and I can scan from either Epson Scan 2 or from Image Capture. I actually use Image Capture usually. But Epson Scan 2 also works, and it should for you because I believe your device is newer than mine.
You might consider removing the device from your MacOS Settings Printers and Scanners and reinstalling from scratch all the Epson software and drivers.I did not do that when I went to Sequoia, but did do that when I upgraded to Sonoma, which restored the full functionality. You mentioned reinstalling Epson Scan 2 but I think a fresh install of the entire device and all its drivers and other supporting software might be needed.
