When you go to restore from a TM backup while using Setup Assistant or Migration Assistant, just make sure to unselect "Applications". See the picture in Step #7....the top item checked is "Applications", just uncheck that and you should be good. You will then just need to download & install the latest versions any third party apps you want to use.

Your data is stored in the home user folder. Unchecking "Applications" just prevents the applications themselves from being transferred.
Depending on the format of the data, you may be able to use other apps to read that data or you will need a newer version of the same app compatible with your new system to read the data.
Do not restore any applications. Just restore the macOS user accounts/home folders.
How can I restore the data from the my apps ?

Do I need to buy old Mac just to restore my apps data ?
The Apps data are not link on the account so I need the data from the Time Machine backup.
