Since I got my iPhone 16 pro, I set the maximum battery charge to 85%, and it has never charged past that limit. Today it has charged to 98%. Checked the settings and the slider is still set to 85%. Is it a software issue?

That is quite normal. Apple states that the phone will occasionally charge to a percentage higher than your setting when optimized charging is enabled. Please see below for details.
