I have already tried setting the language to be the same (English US) everywhere (General / Language & Region, Keyboard, and Siri). Did this a few times turning and changing them on/off ... with no success.
I am afraid that even if I go to the Apple Store .... folks there are not going to know ...
Anybody has overcome this?

That's because you are in the EU. Apple Intelligence isn't available on iPhone or iPad in the EU until, I believe April 2025. You can run it on a Mac, which has at least the M1 (or higher) chip.

Where are you located?
Have you been able to download Apple Intelligence to your iPhone?
In Settings > General > About > Model - what is the model number of your iPhone?
For me it is the same. I am located in the Netherlands. On a new IPhone 16 pro. No option to select ChatGPT for intellisense
