Strange blue icon briefly pops up when downloading a file after 18.2 update

I am trying to figure out what this new blue icon is on the upper left hand corner above the url bar is. It is not the download icon which is below. It’s also not any GPS ad that is disabled, nor is it personal voice which I always have disabled.

I’ve never seen it until today when downloading a file a little while ago. it’s new and I’ve never seen it. I cropped it in an included screenshot so the top (where it is) was easier to see. It looks like a rotating wheel with arrows like when one is attempting to rotate a picture.

It only pops up for a second when downloading and then it’s gone. This is new so it’s weird and never happened to me before. It wasn’t there earlier today but is now as of 20 some of 20 odd minutes ago or so. Here it is right below in the left hand corner of the shot.

I hope it’s one of their weird, new, annoying apple intelligence icons but it’s just odd. I’d appreciate any help if someone has come access this oddity or might know what exactly it is.
