Military Discount less than 10% on IPhone

It looks like IPhone 14 256gb is discounted only about 5%, from regular site of $699 to $657 on military discount site. Is there a reason why this is less than 10%?

But IPhone 16 Pro is discounted the full 10% from $999 down to $899 128gb.

It is strange the latest model has full discount but not the earlier models. I saw other threads here where people said it was the other way around.

Is it possible Military site doesn't have the latest prices updated?

I just went to both sites and made the same selections: iPhone 14, color Midnight, 256 storage, no trade, no AppleCare. The Veterans and Military price was $656 and the regular site price is $729. That is a 10% discount.

Note that the regular site has Boost, T-Mobile, and Verizon options for $699 that are not offered on the Veterans and Military site.
