transfer iTunes library to new computer & then to iPhone SE23

Please, I need pablum like directions on how to do this.

Old computer is an HP and the new on is a Lenovo with Windows 11; the iPhone is an SE23.

I realise I forgot to answer the second part of your question. See Use iTunes to sync your iPhone, iPad, or iPod with your computer - Apple Support.
