Apple intelligence stuck at 100% complete downloading

I updated my macOS to 15.2 this morning from a developer beta version. The Apple Intelligence was working for the first 5 minutes, but then it disappeared and Siri went back to the old Siri.

I found in the settings that it is downloading support for Apple Intelligence. However, after 2 hours wait, it is still stuck at 100% complete.

Anyone has the same experience as this? How do you solve it?
