Not with Target Display Mode. That went away when the first 27" 5K Retina iMac came out in Late 2014, and never returned. No Retina iMac has it. Apple then added restrictions that mean that a 2024 Mac mini is too recent to use any iMac (even an older one) as a Target Display.

There is a "workaround" called Luna Display (by Astropad) that might let you use that 27" iMac as a second display. It is not as good as a connection to a real display, and even the Astropad people acknowledge that it has limitations. On their site is an article saying that Luna Display is not recommended for high-motion content (like video editing or gaming).
IMHO, you need to get at least one real standalone monitor for that Mac mini – and it ought to be one good enough that you would not mind using it as your main, or only, monitor. Then, if the limitations of Luna Display didn't seem to be a "killer" for your particular application, you could look into it as a means of using the iMac as an extra display.

Nope' neither of those Mac's support the old Target Display Mode requirements.
