Email and Message notifications are not working on my Mac mini

I no longer receive notifications for emails or messages on my desktop. When i go to system settings > notifications, i can not even select notifications. It just stays on the last item i clicked.

So i can't even understand what is selected or not in notifications. I have restarted, gone through every help steps, etc. but nothing seems to work.
