Can't get apps to change notification sound

When I go to settings, notifications, then scroll down to an app, then select the app and scroll down to "sound", I only have an option to turn the sound on or off. I try pressing on that area, but I can't get it to allow me to select a different sound. Currently a new app is using a very high pitched sound, that I have only ever heard for an amber alert. When I go to settings, sounds & haptics, none of the items like 'text tone' etc have that high pitched sound selected. How can I get my phone to let me change app notification sounds?
