The current Keynote v14.2 requires macOS Sonoma or later. Wiping your drive and installing Ventura "from scratch" would not install Keynote as it is not part of the operating system installation.
Provided you previously installed Keynote from the Mac App Store since Fall 2013, and that Keynote was not preinstalled on your Mac at purchase by someone else, then you can get Keynote v14.1 for Ventura.
Launch the Mac App Store and sign in with the same Apple ID that you used to install Keynote previously. Click cmd+0 (zero) to open the Purchase panel. If Keynote is present, it will likely provide some visual cues on how to download it. Click that, and you may receive one or more dialogs. Do not click Cancel on any of them, and when it asks you if you want to install the last compatible version of Keynote for Ventura, you know what to do.
