My iCloud library isn't syncing to my iphone

Everytime i used update icloud music library and pressed sync to my iphone in itunes windows, it didn't work.

I decided to try disable and enable icloud music library in itunes by going to edit then preferences. However the option to enable icloud music library is now gone for me, and now my playlists are still there but have no songs inside them.

I then downloaded apple music on windows and the playlists are still there but i still can't sync to my iphone.

I am subscribed to apple music but still the option to turn on icloud music library in itunes is gone for me. What do I do?
