How to disable Find My on a damaged iPhone

My husband has a damaged phone, he's on my phone account, but we can't turn it off. We've removed it from his iCloud but our phone claim company says it's still showing that it's on. How can I turn this feature off?

What you have done releases the lock.

You’ll need to continue to discuss this with your insurance provider.
