Is Apple Intelligence on iPhone available in China?

Yep, since the OP was looking to purchase the iPhone in China and wanting to use Apple Intelligence, the only thing that Apple has released relating to China is language support for Chinese, nothing to due with region support. Didn't want the OP to conclude that next year they will be able to use Apple Intelligence on this device based on the Apple article that was linked.

Devices purchased in China will not work no matter if the Region/Language is changed to US - English. This is a device restriction for model numbers ending in CH/A and nothing to do with the language that the device is set to. In other locations users are able to change the region and language to US-English, that is not the case for those devices intended for China distribution. The announcement by Apple to support additional languages in 2025 makes no mention of device support in China.

If your iPhone model ends in CH/A then it cannot have Apple Intelligence at this time as it's restricted by the Chinese government regardless of the physical location of the iPhone.

Because the phone you have was originally sold in China and must comply with the laws in China. Apple Intelligence is not legal in China. The Chinese government will not allow it. If that feature is important to you, you will need a phone that was NOT originally sold in China.

If you’re only focused on "additional languages", then I suppose I could understand the confusion. 🙂‍↔️

We do not know if and when Apple Intelligence will come for you. By the way, Apple Intelligence will not work if you are in China mainland and if your Apple Account Country/Region is also in China mainland.
