Camera not available to scan documents in Notes after iOS 18.1.1 update

I was having the same problem. Click on the paper clip above the text and you will gave the option to scan.

I had trouble finding the document scanner with version 18.1.1 too. It is still in the notes app however you do not locate it by pressing on the three dots in the top right hand corner. Instead, you will find it at the bottom by pressing on the paper clip.

Not on my phone. There is no option to scan when I open an existing note.

It's there. Open Notes. Open any note. Tap the circle with three dots and the scan option will appear, which when you tap scan, it will open your camera to let you scan a document. Why they have you open a note, I don't know, but that's where it is.

Did you tap the circle on the top right with the three .... in it?
