Hey, I had the same issue with my iPhone 12 mini after updating to iOS 18.1.1. Apple Support gave me the following instructions to force restart the phone, which worked for me (force restart is apparently different from turning the phone off and on again):
"-Press and quickly release the volume up button.
-Press and quickly release the volume down button.
-Press and hold the side button until you see the Apple logo (this takes around 10 seconds)."
