Why I can't open Sound Library Manager without an internet connection?

Hi, I've upgraded my Mac Pro from Mojave to Monterey and installed LP 10.7.9 but using LPX 10.5.1 also. After upgrade I can't open Sound Library Manager when Mac is not connect to internet, both 10.5.1 and 10.7.9. LPX 10.5.1 on Mojave don't need internet to open SLM. Is this some kind of issue?

I expected a helpful answer, not an unnecessary question, but in that case, let me explain: for example, to check what is missing in case of inconsistencies when I don’t have access to the internet. Currently, my issue is that all instruments are available and usable in the side panel during the session, but in the library sound manager, none of them have the "installed" status, as if they not download. This issue does not occur in previous or subsequent systems; internet access is not required to open the sound library manager. Therefore, in my opinion, this is a bug that makes usage more difficult.
