Why is there no Fax Cover templates provided in Pages?
Where can I find Pages templates for Fax Cover sheets? You would think that Pages would include at least one in their BASICS s under BUSINESS.

Unless you install a third-party application on your iPad that can send/receive Faxes over the Internet to/from a vendor's FAX server, there is no other means to send a FAX from an iPhone/iPad over cellular radio or PSTN lines. That is probably why Apple's Pages developers did not include a FAX template… for that reason.
I suggest you look in the iPadOS App Store for a suitable FAX client.
