You have to go back to the very top of the list of tabs to see the search bar.

Thanks for this. My screen looks exactly like your screenshot, but nothing happens when I swipe down. I have checked the settings for Safari but cannot see anything that would restrict the swipe down. The only other thing that I can think of is that I use Private Browsing mode?
And I think I have just solved it! Like most people, I have lots of tabs open. I have just found that if I scroll back to the start of my open tabs and swipe down, the Search bar appears! If I try to swipe down from a screen showing later open tabs, nothing happens. So, looks like this is a bug in the version of Safari running under iPadOS 18.1.1. The same thing happens under iOS 18.1.1 on my iPhone.
Sorry, I should have said that the top line (“2 Tabs… Done”) was identical except the number of tabs was as per my open tabs, but the Search bar below this didn’t appear. So, you did understand my original question. However, your example worked because you only had 2 tabs open. Open a lot more tabs, and I think you will discover the “feature” that I and lots of others found!

Edit: ok, for some reason, the page loaded your post first, and not the OP. I scrolled up my tabs and the “search tabs” feature is at the top.
Here is what I see when I swipe down:
In the Tab View, swipe down a little to reveal the search bar.
Have you got a screenshot of this, please, because the search bar is still not there, whereas it was there in all previous versions of iPadOS and iOS, i.e. everything before version 18. Thanks.
You say it looks the same. Do you see the search bar too? Or did I misunderstand your original question?
In Private Mode, I can also see the search bar, just like my screenshot above.
