iOS 18.1.1 on iPhone 16 Pro and iPad OS 18.1.1 on iPad Pro 5th Gen (M1) are not in sync. In previous iOS there was a button to force sync, not in this new version or hidden away somewhere. Restarted iPad but still not syncing. Searching iPhone User Guide pages under Support was not helpful.
Solution - hiding in Photos app is user profile (with your picture) at top right corner. Tap it to see syncing status - with option to resume syncing. Wow! This is well hidden from users! This is also well hidden from the writers of the support documents and web sites.

Details not found in iPhone User Guide but in support page Back up and sync your photos with iCloud - Apple Support where “account” button will have a thin line of color indicating sync status. Pausing sync status is helpful for anyone with a limited cellular data plan who might not be connected to wifi. It seems that after my changing this setting in a past iOS the 18 update wiped my choices back to the default, paused. I am wondering how often 18 will flip this switch on me and leave me looking for that thin line around my account button.
Often in the computer world there are multiple ways to see information or take action. The Photos sync status used to be more obvious at the bottom of the Library screen.
No doubt that others in a similar position, who encounter your post, will find this insight helpful.
While the User Guide is a useful (and often overlooked) reference, it doesn't include detail of the more esoteric functionality. This is often discovered through resolving issues - and shared within this Community by like minded individuals.
