Apple Intelligence Still Stuck on prepaing from more than one month. It

I changed regions and languages to US English to use Apple Intelligence. But this stuck on preparing from more than one month. I can’t understand why this under preparation? Is apple making us foolish by name of this intelligence? Or it’s a scam by apple?
