i can not chage or remove my payment method on my apple id , the bank card i was using been for other country and already blocked my card so what can i do ?

You can only add a payment method that is the same as your country settings on your Apple ID. Please try that first. If your payment method keeps getting declined please Contact - Official Apple Support for further support on the issue
What is the exact error message you are seeing? You appear to have two possible issue here, one being not being able to not have a payment method on your account, and the other possibly related to you needing to change country settings.
