Do you mean "ad" which is generally short for advertisement? Or do you mean "app" which is short for application?
If you mean the former, I've no idea. If the latter, you need to learn how to code, you need to have an idea and if you want write apps for iPhones, you need a Mac and, for distribution, a Developer account.
