Payment method not saving the cvv and expiration date and not letting me purchase free apps

I cannot purchase free apps in the app store since it says verification required. This happened and when I try to update my credit cards cvv and expiration date it just totally reset every time I put it in regardless. I have deleted the payment method a few times put it back in and it had the same issue. I have looked at other posts and none of the answers have helped me
