I bought a new (at least I thought it was new) iPad and I could not create a new apple ID because apparently the maximal number of IDs had been already created on that device. I understand that I could create a new apple ID on my computer and use that ID on the new iPad.
But is there a drawback to using an apple ID that was not created on the device being used?

No. I have used the same Apple ID for years and years on multiple iPhones, iPads and Mac computers.
Rather than a downside, there is an advantage in doing that, such as maintaining access to purchases (e.g., iTunes Store music, etc) that were made on previous devices and for making it possible to sync photos, contacts etc from other devices that were or are using the same Apple ID.
That's a whole different thing than what I was thinking.

Yes, I get your point, but here I want to achieve the opposite. I want a new apple ID for a different person, my daughter, the owner of the iPad. So that she can build her own history of downloads and so that our storage spaces (iCloud) don't overlap.
Should I send the iPad back and buy a new one on which I can create a new apple ID? These IDs seem to remain locked to the device even when they resale the device to new users.
The problem is not with 'activation', is with 'creation'. I can activate a pre-existing account on the iPad, but I want to create a new one. I wonder whether having an iPad with already three apple ID accounts being created on it will somehow turn out to be a problem in the future. I have no idea why it should, but then again I don't see why we can't create more than 3 IDs on the same device. I couldn't find anything on this specific question on apple support, or the web in general.
