When trying to Export File iMovie stops processing and locks up. Have made many videos in the past, this one is 10 minutes long. I have to hard stop iMovie app as it locks up. There are no dark spots or flashes. I have redownloaded iMovie app, no change.

Try deleting the preferences/settings.
Hold down the command and option keys as you launch iMovie until a window appears asking if you want to delete them.
Click the Delete button.
iMovie may open with no projects so you must navigate to the iMovie Library and double-click it if this occurs.

Whenever iMovie misbehaves in any way it's always worth deleting the preferences.
It won't work every time!
