mac mini keeps looping in restart mode. Screen shows icon of mouse and then exclamation mark stating "an internet connection is required to verify this startup disk." Internet is working fine on other devices and mini shows connected too. Rebooted, disconnected devices and rebooted, did repair to each disk in disk utilities. Still loops in startup. Help!

You can try starting the Mac in safe mode.

Safe mode will often correct weird software behavior. When you're in safe boot, the machine won’t be at its best performance, especially with graphics, but that's expected.
You can exit safe mode by restarting your Mac normally, then reevaluate the problem.
Even though the other devices connect okay to your network you should still unplug both the modem and router from power for 2 minutes and then restart. They may have firmware updates you don't know about.
Then restart the Mac in Safe Mode per the directions in Safe Mode and then restart normally and test.
