It doesn’t matter where the servers are located. Every IP is registered to some “owner” and that registered owner’s address is where the internet thinks you are. Many companies have bought blocks of addresses from other entities. They may not have changed the registered address.
iCloud Private relay will make it look like your IP is coming from somewhere else. There are two options, Country & Time Zone or General Location, so that should not push it out of the country.
