Does the iPhone Mirroring use the computer's network or the iPhone's cellular network? Can this be configured to choose to use cellular data or the wifi network? I would like to keep my phone traffic private while on a public network.

I believe mirroring is established using Wifi and Bluetooth to create an enclaved Personal Area Network (PAN) between the two devices - although I don't use it myself, so never bothered to figure out if mirroring actually sets up a PAN interface in Network Settings.

Macs have no cellular capability. It uses the Wi-Fi network.
Actually, I have to correct something. A Mac and iPhone have to have both Wi-Fi and Bluetooth enabled to use mirroring.
