Updated IOS to the latest, removed and reset the Airpods numerous times. still have this issue. The are available in Airplay, and I seem to be able to select them, but no luck. still plays through phone. only a power cycle returns play through airpods. So Annoying!

Just wanted to add that this problem persists even after upgrading to an iPhone 15 Pro Max last summer. i think it's also worth noting that both my old Bose headphones and a JBL Bluetooth speaker don't share this connection issue.
Airpods Pro 2 often refuse to connect to my 15 pro max. i have followed all the troubleshooting steps
