You cannot connect two displays through a plain USB-C dock. If you can connect both displays through a single dock, it will need to be a Thunderbolt dock. Your Mac can only drive two external displays when the lid is closed. Connecting two displays to a Thunderbolt dock won't change that.
Apple's Support articles say to connect the second display after you close the laptop lid, but maybe turning the second display on and off would be enough to do this without forcing you to plug and unplug cables.
