I received a notification saying that I had to accept the new Ts and Cs to continue using iCloud on my iPhone 7. When I click on this it opens a message inviting me to continue. When I click n continue nothing happens. I have tried this several times, including shutting my iPhone down first.

What iOS are you trying to update to. You might only be able to update to 17.7 and even that I am not sure of and should have at least 20 GB free space to install updates on iPhones.
