Why does my Apple Music playlist shuffle only a few songs?

When I shuffle a playlist I think it just picks a number of songs from the playlist rather than shuffling all the songs in the playlist. Most of my playlists are between 150 and 400 songs. If I knew there was a limit I'd make smaller playlists.
