Macbook Pro with M4 Pro Chip doesn't utilize all CPU core efficiently

I just bought a macbook pro with M4 Pro chip and I migrated everything from my intel chip macbook pro. And then when I run my code in vscode, my new computer doesn't utilize all the CPU core efficiently. It only uses under 10% of each CPU, and it's running slower than my friend's computer with M1 Max chip. I wonder if it's a setting problem that gets migrated from my old computer? Any suggestions on how to fix this problem?
