how can I mark the background color visible only on screen, but not visible on printing?

I have added background colors to pages. They look nice on screen, but they cause unnecessary ink usage when printed. There is a feature in Pages print to hide backgrounds, but this feature doesn't work after exporting to PDF. Is there a way to prevent the background from being printed when exporting to PDF?

In the Pages Print panel, select the Pages section and deselect Print page backgrounds. This resulted in a normal print when printing a page with cyan background set in the Document > Section panel.

There is no means to suppress document background color when exporting to PDF. That PDF when opened in Preview (or Adobe Acrobat Reader) presents a print panel without the Page section of the first paragraph or the ability to suppress the PDF background color.

That leaves a paid PDF Editor solution that can change the PDF background color to white for printing.
