Photos from iCloud disappeared across iPad

I don't know what happened I just woke up from my sleep and then when I went on my iPad and all of my photos were all of a sudden gone! I don't know what happen but I also use the same iCloud on my phone and I was deleting something from my phone but when I usually do that it doesn't delete the same photos off my iPad. And off topic but my mom was asking if there was any way of seeing or Downloading your backup photos back. Also, when I logged in my iCloud on my Mac the photos were all gone too! So if anyone can help me please do something about it! And this happened on a different email btw.

That’s exactly what should happen if you use iCloud sync. Anything done on any device is reflected on all devices. You can recover from Recently Deleted album in utilities. If you deleted from that folder the items have been permanently deleted and are irrecoverable

If you no longer have pictures in your recently deleted album, the items are permanently deleted. There is nothing to recover.

But how do I recover my photos because it's not in my delete photo folder in photos. I mean I was using iCloud sync but is it still possible to get my photos back or it is too late? And where can I find my utilities or maybe it is just the photos app or the folder app?

When you delete a photo it moves to the Recently Deleted album in photos. If you delete from there, the photo is permanently deleted and irrecoverable. If you did not delete from Recently Deleted, navigate to that album to restore your photos.

But my photos are not there in my deleted photo folder in photos because all of my photos are all gone. And also how do I go to the restore photo album?
