Value is lower than minimum

Hi everyone.

I followed the steps to turn on five different lights from the guidance here -

When I do I get a "Value is lower than minimum" error. I have used the same instructions to successfully set up shortcuts to turn on or off lights in the past. I am not clear what is going wrong.

Can anyone help?
