Getting into iCloud:
Disable a VPN:
Have a VPN enabled? If so, disable it, and then try once more.

I'm pretty sure I don't use a VPN. What is another solution for this error message?

New iCloud Session:
Sign out of iCloud, and then sign back in.
Problem resolved worked with Apple support upgraded software to ver 18 able to accept iCloud terms @ conditions
