There are many sorts of scams. This is one. An advertisement that includes overt lies.

It means that a business intent on scamming people has crafted this spam to cause you to perform some action that the sender wants. Buy some unnecessary app, expose your Apple Account credentials, whatever

There are many people that will just outright lie to you, too. Pretty much any spam will lie. Unknown people sending spam mail, sending spam texts, and causing scam pop-ups will lie.
