Syncing photos to iCloud

Hi,

my phone (64gb) is near full and I want to sync to my 2TB plan. The photos sync is paused due to “restore from iCloud paused”.

i have tried to “sync now”, however nothing happens when selected.

to my understanding, the sync won’t happen until the restoration is completed, which I don’t have enough storage for, but the sync won’t start until the restoration is completed.

please help
