My child is now 18 what happens to thier photos and back ups if I remove them from the family group?
Will they have to option to buy additional storage so that they do not lose their photos and Apps etc

Yes. Provided the data is on their individual iCloud account, it goes with them should they leave family sharing. They can purchase additional space as needed.
