Can’t import bookmarks into Safari ios18 on any (2) 10th gen ipads and (2) iphone 15’s.

I can’t import my chrome passwords or bookmarks into safari on (2) ipad 10th gens and (2) iphone 15’s.

Ive been thru every suggestion on this site. Restarted, reset, reloaded iOS 18, did restore, did new, checked settings, I am logged in as the same person on all devices and icloud, tried to restore bookmarks from icloud and only a few bookmarks were imported. No other data. The html file was uploaded to icloud and is on both ipad and iphone but the share icon is greyed out on all (4) devices. So I can’t import the html bookmarks. In files app selecting the html bookmarks file only shows the bookmarks, no other options to import into safari.

I guess it’s going to have to be Chrome and google passwords manager since I can save, import, export all my data easier.
