Music files will not display in Apple Music on PC

I installed Apple Music on my PC as well as my phone and IPad. I see my library on my phone and iPad, but no music shows on my Apple Music app on my PC. There is just a circle that goes around and around. I went to the sidebar and clicked on Library/download folder, and chose the folder where iTunes keeps songs. I know they are the songs because I could open an individual song and play it. How can I get to my music to download on this app on my PC so I can listen and create playlists?
