Safari tab selection not working properly in iOS 18

On an iPhone 15 Max Pro running iOS 18.01 I have multiple tabs open in Safari. I open Safari and the most recent tab is showing. If I want to view one of the older tabs I click the icon at the lower right to see all my open tabs. I scroll up a bit and tap on the older tab to view it. It doesn't open. Instead, the most recent tab reappears. To view an older tab I have to hold my finger down on it until the menu pops up and then tap the tab itself a second time. On top of that, this behavior is not consistent. Now I can tap on older or newer tabs and they open. Until I tap the newest tab, then an older tab opens. Like it has a mind of its own. I just want to be able to tap on any tab and see THAT tab and not have it jump to some other tab.
