When I create and open a new Pages word-processing format document, it is blank and inherently contains a one-page section. When I drag and drop a JPG image of another Pages document onto that blank page, no additional page is generated.

If I open a blank Pages document and then open another single-page Pages document in another window, I can right-click on its thumbnail and choose Copy. In the blank Pages document, I can right-click on its thumbnail and select Paste. This will append the copied content as a separate page in this document, leaving the first page of the section blank. In this case, I place the cursor in front of the very first character on that second page and press delete. That removes the page break and I now have no blank page in the section.
