Is this specific to an Apple Arcade subscription?
If an app is removed by the developer, it will remain on your device, but you will no longer be able to download it from the App Store. Apple will not remove it from your device when the developer decides to no longer offer their app in the store, but if you delete it, then there won't be an option to download it again because it is no longer available.
